Field enforcement efforts are designed to ensure that residents' dogs and cats are in compliance with licensing requirements. California State law requires that all dogs over the age of four months be vaccinated against rabies and be licensed. Beginning January 1, 2014, puppies may be vaccinated at three months old, but still are not required to be vaccinated until four months of age. Securing a dog or cat license is essential to assisting animal control agencies if a pet becomes lost.

Pet owners are advised to be in compliance with licensing ordinance. Residents not in compliance will be subject to license fees and delinquency charges, including a $40 field enforcement fee, to offset the cost of the Department's field services. In order to avoid penalties, be sure to license your dog and/or cat. See licensing information below.

DACC offers low cost vaccination clinics and low cost assistance (for individuals who qualify) for spay and neuter surgeries. Please visit their website .

Dog & Cat Licenses

Annual dog and cat licenses are mandatory in the City of Monterey Park. Licenses are obtained through the County of LA Animal Care and Control.

For county pet license information and documents, please visit the county pet licensing webpage and scroll down to the "Pet License Application-New" and "Pet License Fees" documents.

The licenses are valid for one year from date of issue. The licensing of dogs and cats are mandatory in Monterey Park. All City of Monterey Park residents will have to register their pets as a new license and download the new license application from the county’s website, complete the application, enclose a check or money order for the appropriate fees, and mail the application, a copy of the current rabies vaccination, and spay or neutering certificate (if applicable) for each pet, and a check or money order to:

Application Drop Off

You may also drop off your completed application and documents with a check or money order for the appropriate fees at the Monterey Park Police Department Front Counter during normal business hours Monday through Thursday for 7:30 a.m. until 10 p.m. and Friday, Saturday, Sunday, and holidays from 7:30 a.m. until 8 p.m. You may also visit the Downey Shelter to process your application and obtain low cost vaccinations, such as rabies and DHLPP. The Downey Shelter is located at 11258 South Garfield Avenue, Downey CA, 90242 and is open Monday through Thursday from noon to 7 p.m. and Friday through Sunday 10 a.m. to 5 p.m. Please allow six to eight weeks for processing.

Expired License

For residents who previously purchased a multiple year pet license that expires in 2013 or 2014 the City of Monterey Park will honor your license until its expiration. However, you will need to complete a new license application from the county's website, on the top right corner of the application write multiple year license and your pet’s tag / license number, include a copy of your dog’s rabies vaccination record, place it in an envelope, and either mail it to the Monterey Park Police Department, 320 West Newmark Avenue, Monterey Park, CA 91754, Attention: Animal Services Bureau or drop it off at the police front counter. We will keep your application on file with the Animal Services Bureau and upon your pets’ license expiration you will then complete and submit a new license application with the Los Angeles County Department of Animal Care and Control.
