New Waste Collection and Recycling Contract Effective September 1, 2017

The City of Monterey Park has concluded the bidding process for new residential and commercial trash contracts.  At the January 18, 2017 council meeting, the City Council awarded an exclusive franchise contract for residential waste collection and recycling services to Athens Services and non-exclusive franchise contracts for commercial waste collection and recycling services to Ware Disposal and Athens Services. The City is currently executing agreements with the two haulers and will begin transition to new contract in March/April 2017. Request for Qualifications (RFQ)

​On July 6, 2016, the City Council approved the release of a Request for Qualifications (RFQ) for new waste collection and recycling contracts for both residential and commercial trash services. This is the first step to qualify companies that would be eligible to submit an application for consideration.  Click here for the staff report and RFQ. ​

Request for Applications (RFA)

​Subsequently, thirteen (13) companies responded to the RFQ and submitted statements of qualifications. On September 21, 2016, the City Council approved five companies to be qualified to apply for a residential contract and nine companies to be qualified to apply for commercial contract. Council also approved the release of a Request for Applications (RFA) to the qualified haulers. Current Trash Program

The City of Monterey Park currently contracts with
Athens Services for all of its waste removal services. Before taking the city's waste to a landfill for final disposal, the city requires Athens to process Monterey Park's waste through a sorting center called a Materials Recovery Facility (MRF) for the removal of recyclables. This program allows the city to meet the 50 percent landfill diversion mandate required by state law while providing the greatest convenience possible to residents and businesses. Failure of the city to meet the 50% waste reduction mandate can result in fines of up to $10,000 per day.

On July 1, 2012, Assembly Bill  341 Mandatory Commercial Recycling law took effect.  Commercial businesses and multi-family residence of 5 units or more must implement a recycling program.  Setting up service with the City's waste-hauler, Athens Services, will ensure that your business or multi-family residence is in compliance.  Click

Mandatory Organics Recycling

Effective April 1, 2016, Assembly Bill  1826  requires organics recycling services for certain commercial properties and multi-family dwellings of five or more units that generate large quantities of waste.  (Note: multi-family dwellings are not required to arrange for source separated food waste collection under this law.)  

Key Dates:
April 1, 2016: Businesses that generate eight cubic yards of organic waste per week must arrange for organic waste recycling services.

January 1, 2017: Businesses that generate four cubic yards of organic waste per week must arrange for organic waste recycling services.

January 1, 2019: Businesses that generate four cubic yards or more of commercial solid waste per week shall arrange for organic waste recycling services.

January 1, 2020: CalRecycle must determine if organics waste disposal has been reduced by at least 50%. If it has not, CalRecycle is authorized to reduce the threshold for compliance to two cubic yards per week of total solid waste.

Bulky Item Program



Please follow these steps in scheduling your bulky item pick-up: 

1. Call Athens Services at 888-336-6100 during business hours at least 24-hours before your next collection day. Translation services are available.

2. Provide Athens Services with your address and cross street, pick-up day, and list of items for removal (Note: For numerous items Athens Services may require more than one pick-up day for removal. Athens may also provide you with additional instructions.)

3. Place bulky items out for pick-up by 6 a.m. on your collection day. Items must be stored out of public view prior to 24-hours before your collection day.

4. Following these guidelines will help keep our streets clean and safe!


Holiday Schedule

Visit Athens Services' trash pick-up holiday schedule here. Waste Collection Service will continue as usual and there will not be any delay if a holiday falls on a Saturday or Sunday.
