On December 3, 2015 at approximately 7:10 a.m. the Monterey Park Police Department responded to a call of an attempted kidnapping. A 16 year old female victim was walking to school in the 600 block of N. Orange Avenue in the City of Monterey Park. The suspect pulled into a driveway blocking the sidewalk and attempted to engage her in conversation.
