South Garfield Village Specific Plan

The City of Monterey Park has started work on a new Specific Plan for the neighborhood business area where South Garfield Avenue meets Pomona Boulevard—along South Garfield Avenue from Floral Drive to the city limit at the Pomona Freeway (SR 60), and along Pomona Boulevard between Ferdinand and Wilcox.
The South Garfield Specific Plan will be a guide for property owners and businesses to help them improve their properties and buildings. The plan will also show improvements that the City hopes to make. Over time, the plan will guide the design of buildings, streets, sidewalks, and public spaces. It will make the area better for walking and help to improve parking, vehicle circulation, and transit access.
Topics that may be covered in the Specific Plan include:
- Design guidelines for new development and building renovations
- Street, alley, and sidewalk improvements
- Pedestrian and bicycle safety
- Places to sit
- Trees, landscaping, and lighting
- “Wayfinding” signs that guide visitors and create a unique look for the area
- Transit stops
- Vehicle access
- Parking
Ideas and comments from community members will help to create a plan for a successful business area that Monterey Park residents can enjoy and be proud of.
