To report a stray, loose, sick, or injured animal, please call the Monterey Park Police Department Dispatch at 626-573-1311.
Field enforcement efforts are designed to ensure that residents’ dogs and cats are in compliance with licensing requirements. The City of Monterey Park in accordance with California state law and the Los Angeles county ordinance, requires that all dogs and cats over the age of four months be:
- Vaccinated against rabies
- Implanted with a microchip
- Spayed or neutered
- Licensed
Residents not in compliance with pet licensing ordinance may be subject to fines and penalties, including a $40 field enforcement fee.
The Los Angeles County Department of Animal Care & Control (DACC) offers low cost vaccinations in addition to spay and neuter services. The department also offers a low-cost voucher program for residents who qualify.

Dog & Cat Licenses
Annual dog and cat licenses and microchipping are mandatory in the City of Monterey Park. Licenses are obtained through the County of LA Animal Care and Control Licensing Division.

Pet licenses are valid for one year. Renewal notices are mailed to pet owners approximately six weeks prior to the license expiration date. Current licenses may be renewed by mailing the renewal, phone at: 877-872-9738, or online with a credit or debit card.

Enclose the completed application, a check or money order for the appropriate fees, a copy of the current rabies vaccination, and spay or neutering certificate (if applicable) for each pet to:

Application Drop Off
You may also drop off your completed application and documents with a check or money order for the appropriate fees at the Los Angeles County Animal Care & Control, Downey Shelter. The Downey Shelter is located at 11258 South Garfield Avenue, Downey CA, 90242 and is open Monday through Thursday from noon to 7 p.m. and Friday through Sunday 10 a.m. to 5 p.m.
