About the Zoning & Land Use Element

The city's zoning ordinance serves as the primary tool for implementation of land use policy. Under California law, the zoning ordinance must be consistent with the General Plan, meaning that each land use category must have one or more corresponding zone district, and that the development standards and land use regulations contained in the zoning ordinance must reflect the policy statements contained in the Land Use Element. While the General Plan may be somewhat general in its discussion of permitted land uses and development intensities, the zoning ordinance must provide the specificity property owners and developers seek in identifying how particular properties can be used and developed.

Table LU-3 identifies the relationships between land use categories and zone districts. To implement fully land use policy for the Mixed Use I, Mixed Use II, Employment / Technology categories, amendments to the zoning ordinance are necessary.

Implications of Land Use Policy

Over time, as property owners redevelop sites within the focus areas - and generally, as changes in land use or land use intensity occur citywide consistent with this Land Use Element, the overall distribution of land use will shift. Table LU-4 (PDF) summarizes the distribution of land use and the corresponding level of development anticipated to result from implementation of land use policy pursuant to Figure LU-2 (PDF), the Land Use Policy Map, and the goals and policies contained in this element.
